Ma'am (Hebrew: מע"מ, מס ערך מוסף — 'Value Added Tax') is Israel's standard VAT, currently 18% — raised from 17% on January 1, 2025. Ma'am applies on top of CIF + customs duty + purchase tax for all imports above the personal-use exemption.

Purchase tax (Hebrew: מס קניה) is an excise-style tax Israel applies to specific goods on top of customs duty — historically used for luxury goods, vehicles, fuel, alcohol, tobacco, and some appliances. The rate varies per HS code (often "Tax Free" for non-targeted goods). For HS 9001.30 (contact lenses), the customs book lists Tax Free.

Did Israel cancel duties on US goods?

Yes. In April 2025 Israel cancelled customs duties on all goods originating in the United States (gov.il announcement "Israel cancels all customs duties levied on US products"). Goods imported commercially from the US still pay 18% Ma'am and any applicable purchase tax, but the customs duty line is 0% regardless of HS code.
How do I claim the US-origin duty waiver?

By providing a valid Certificate of Origin (or origin declaration on the commercial invoice) that documents the goods as US-originating under the US-Israel FTA rules of origin.
