EU expands Sudan sanctions under CFSP Decision 2026/1049

The EU Council has issued an implementing decision (2026/1049) on 7 May 2026 to enforce restrictive measures against Sudan under the Common Foreign and Security Policy (CFSP) framework. This follows the parent Decision 2014/450/CFSP and represents an update to the EU's targeted sanctions regime in response to the ongoing humanitarian and security crisis in Sudan. Shippers and traders must verify whether their counterparties, goods, or destinations fall within the scope of these restrictions before conducting transactions.

Sudan sanctions framework updated

The EU Council published Implementing Decision (CFSP) 2026/1049 on 7 May 2026, which implements and enforces restrictive measures against Sudan under Decision 2014/450/CFSP. This decision forms part of the EU's Common Foreign and Security Policy (CFSP) response to the political, security, and humanitarian situation in Sudan.

The 2014/450/CFSP parent decision established the legal framework for EU sanctions targeting Sudan. Implementing decisions such as 2026/1049 operationalise and update the measures—typically designating specific persons, entities, or sectors subject to asset freezes, trade restrictions, or other prohibitions.

What this means for shippers

Any shipment to, from, or involving Sudan—or involving EU persons trading with Sudan—requires immediate sanctions-compliance screening. Do not proceed with shipments containing prohibited goods (arms, petroleum, gold) or to/from designated persons or entities.
