EU imposes anti-dumping duties on Brazilian softwood plywood

The European Commission has imposed anti-dumping duties on softwood plywood imports from Brazil, effective immediately. This enforcement action targets artificially low-priced shipments of plywood, a wood product typically classified under HS Chapter 44. Exporters shipping Brazilian plywood to the EU and their freight forwarders will need to account for these duties when calculating landed costs and obtaining proper anti-dumping certificates of origin.

EU Anti-Dumping Action on Brazilian Softwood Plywood

The European Commission has imposed anti-dumping duties on imports of softwood plywood originating from Brazil, according to an announcement on 27 April 2026. This action follows the Commission's investigation into unfairly priced shipments entering the EU market.

Who Is Affected

Exporters of softwood plywood from Brazil face new duties on all shipments to EU member states. Freight forwarders, customs brokers, and e-commerce logistics providers handling Brazilian plywood will need to:

Softwood plywood falls under HS Chapter 44 (wood and articles of wood). Importers must verify exact subheading classification (e.g., 4412.10, 4412.31, etc.) to determine the applicable duty rate imposed by this measure.

What This Means for Shippers

Anti-dumping duties increase the cost of importing affected goods. Shippers and merchants sourcing softwood plywood from Brazil should:

  1. Update cost calculations: Review all active purchase orders and quotes to account for the new duty layer
  2. Verify origin documentation: Ensure invoices, bills of lading, and certificates of origin clearly indicate Brazilian manufacture
  3. Plan for duty payment: Factor anti-dumping duties into landed-cost estimates and buyer pricing
  4. Consider sourcing alternatives: Evaluate plywood from other origins (e.g., Indonesia, Russia, or EU producers) that may not be subject to these duties
