EU imposes definitive anti-dumping duty on Chinese adipic acid

The European Commission has imposed a definitive anti-dumping duty on imports of adipic acid originating in China, effective 4 May 2026. The regulation formalizes collection of provisional duties already imposed and applies to HS Chapter 29 (organic chemicals). Importers of Chinese adipic acid must now pay the definitive duty rate; those who posted security for provisional duties will have those amounts crystallized into the final liability.

EU anti-dumping duty on Chinese adipic acid now final

The European Commission has imposed a definitive anti-dumping duty on adipic acid imports from the People's Republic of China under Commission Implementing Regulation (EU) 2026/913, published 4 May 2026. The regulation conclusively terminates the provisional-duty period and requires definitive collection of duties owed.

Who is affected

Importers bringing adipic acid (HS code 29171200, within HS Chapter 29 – organic chemicals) into the EU from China must pay the definitive anti-dumping duty. Any exporter or importer who posted security (cash or guarantee) to cover provisional duties during the investigation period will have that security definitively collected.

How the duty works

Under EU anti-dumping procedure, the Commission first imposes provisional duties (typically 4–6 months into an investigation) and collects them via security—usually a cash deposit or bank guarantee equal to the provisional duty rate. Once the investigation concludes, a definitive duty is announced. Provisional security is then either released (if the final duty is lower) or converted to definitive liability (if the final duty is equal or higher).

The regulation took effect on publication (4 May 2026). It applies exclusively to adipic acid originating in the People's Republic of China; other origins and other chemicals in Chapter 29 are unaffected unless separately subject to anti-dumping measures.

What this means for shippers

Any shipper importing adipic acid from China must immediately recalculate landed cost using the definitive anti-dumping duty published in Regulation 2026/913. Verify your prior shipments' duty liability with your customs agent or freight forwarder; provisional security will now be converted to final payment.
