EU molasses import duties and prices rise May 1
The European Commission has published implementing regulation 2026/1003, effective 1 May 2026, setting new representative prices, import duties, and additional import duties for molasses in the sugar sector. The regulation updates the tariff framework for molasses imports into the EU, affecting trade in this commodity classification. Shippers and operators in the sugar supply chain must verify the new duty rates and representative prices applicable from the effective date.

Molasses—a by-product of sugar refining and a key input in animal feed, fermentation, and industrial applications—is subject to the Common Agricultural Policy (CAP) import regime. The EU periodically adjusts the representative prices and duty rates for agricultural commodities to reflect market conditions and protect domestic producers.
This implementing regulation updates the tariff framework for molasses imports. While the regulation itself does not itemize the specific duty rates or representative prices in the publicly available summary, such regulations typically apply to HS Chapter 17 (sugars and sugar confectionery), including molasses classifications such as HS 1703 (molasses resulting from the extraction or refining of sugar).
All importers, customs brokers, and freight forwarders moving molasses shipments into the EU must confirm the applicable duty rates and representative prices from the official EU Tariff (TARIC) database or their customs clearance software, as the new schedule becomes operative immediately upon publication.

What this means for shippers
Any molasses shipment arriving at an EU port on or after 1 May 2026 is subject to the new duty and representative-price schedule. Verify the exact tariff line and duty rate in TARIC immediately—paying the old duty will result in underpayment, penalties, and possible detention. Update your landed-cost calculations and supplier agreements now, as margin erosion on molasses imports will be immediate.
