India stainless pipe dumping: Commerce finds preliminary margins

The U.S. Department of Commerce has issued preliminary results in an antidumping duty administrative review of welded stainless pressure pipe (WSPP) from India for November 2023–October 2024. Commerce preliminarily determined that Suncity Metals & Tubes Private Ltd. made sales at less than normal value (dumping). The agency is also rescinding the review with respect to certain other Indian producers. The preliminary findings are open for interested-party comment before final determination.

Antidumping Review of Indian Stainless Pressure Pipe Concludes with Preliminary Dumping Finding

On May 6, 2026, the U.S. Department of Commerce issued preliminary results in the administrative review of antidumping duties on welded stainless pressure pipe (WSPP) imported from India. The review covers the period November 1, 2023, through October 31, 2024.

"The U.S. Department of Commerce (Commerce) preliminarily finds that Suncity Metals & Tubes Private Ltd. (Suncity) made sales of welded stainless pressure pipe (WSPP) from India at less than normal value in the United States during the period of review (POR), November 1, 2023, through October 31, 2024." — [Federal Register, 2026-05-06]

Welded stainless pressure pipe falls under HS Chapter 73 (iron and steel products). The preliminary determination focuses on whether Indian manufacturers sold WSPP in the U.S. market below comparable prices in their home market or third-country markets, a violation of the antidumping statute.

In addition to the Suncity finding, Commerce is rescinding the administrative review with respect to certain other companies in the scope. This partial rescission means those producers will retain their company-specific duties from prior reviews unless and until a new review is requested.

The preliminary results are subject to a public comment period, during which exporters, domestic producers, and other interested parties may submit rebuttal arguments and additional evidence. Commerce will consider all timely comments before issuing final results, which typically occur within 120 days of publication of preliminary results.

The preliminary margins and company-specific rates, if any, will be formally announced in the final determination. Importers should monitor the Federal Register and Commerce's enforcement website for the final results and any changes to the applicable antidumping duties.

Importers of WSPP from India must verify whether their suppliers are covered by this review and whether preliminary dumping margins apply. If final duties are assessed or increased, landed costs will rise.
