Korea thermal paper antidumping duty rescinded for 2023-24
The U.S. Department of Commerce has concluded its administrative review of antidumping duties on thermal paper from South Korea for the period November 1, 2023–October 31, 2024. Commerce found that the sole Korean producer/exporter did not sell subject merchandise below normal value, triggering rescission of the antidumping duty for that period. Shippers importing Korean thermal paper should confirm current duty status, as the rescission applies only to this specific review period.

The U.S. Department of Commerce announced on May 8, 2026, the final results of an administrative review of antidumping duties imposed on thermal paper from the Republic of Korea. For the period of review (POR) November 1, 2023, through October 31, 2024, Commerce determined that the sole producer/exporter of subject merchandise did not make sales at less than normal value (NV).
As a result, Commerce rescinded the antidumping duty for that review period. The conclusion that no below-normal-value sales occurred means the statutory basis for the antidumping order—dumping activity—was absent during this POR, leading to the duty removal.

Who is Affected
Importers of thermal paper (HS Chapter 48) from South Korea are directly affected. Thermal paper is used in point-of-sale receipt printers, fax machines, label makers, and similar applications. The rescission applies specifically to merchandise entered during the November 2023–October 2024 period and clears the antidumping duty liability for those shipments, provided they were from the reviewed producer/exporter.
