Malaysia PC Strand: Commerce Finds No Dumping in 2023–24 Review
The U.S. Department of Commerce concluded its administrative review of antidumping duties on prestressed concrete steel wire strand (PC strand) from Malaysia for the period June 1, 2023–May 31, 2024. Commerce determined that three Malaysian producers—Kiswire Sdn. Bhd., Southern PC Steel Sdn. Bhd., and Wei Dat Steel Wire Sdn. Bhd.—did not sell PC strand into the U.S. market at prices below normal value, meaning no dumping margin was found for those firms during the review period.

On June 3, 2026, the U.S. Department of Commerce published the final results of its administrative review of antidumping duties on prestressed concrete steel wire strand (PC strand) imported from Malaysia. The review covered the period June 1, 2023, through May 31, 2024.
Who Is Affected
The ruling applies to three Malaysian manufacturers:
- Kiswire Sdn. Bhd.
- Southern PC Steel Sdn. Bhd.
- Wei Dat Steel Wire Sdn. Bhd.
These companies are among the principal suppliers of PC strand—a steel product used in prestressed concrete construction—to U.S. importers and end-users.
What Commerce Found
The U.S. Department of Commerce determines that Kiswire Sdn. Bhd. (Kiswire), Southern PC Steel Sdn. Bhd (Southern PC Steel), and Wei Dat Steel Wire Sdn. Bhd. (Wei Dat) did not make sales of prestressed concrete steel wire strand (PC strand) from Malaysia in the United States at prices below normal value (NV) during the period of review.
This determination means Commerce found no evidence that these three firms sold PC strand at dumped prices—that is, prices lower than the fair value (normal value) of the product either in Malaysia's home market or in third countries. As a result, no antidumping margins were assessed against these three producers for the 2023–24 review period.
What this means for shippers
Importers of Malaysian PC strand from the three reviewed companies may be entitled to duty-free or duty-free entry for shipments corresponding to the 2023–24 period, subject to proper documentation and any broader Malaysian antidumping order that remains in effect.
