OFAC Publishes DRC Sanctions General License 1

The U.S. Department of Treasury's Office of Foreign Assets Control (OFAC) has published General License 1 under the Democratic Republic of the Congo Sanctions Regulations. The license, which was previously available on OFAC's website, provides specific authorizations for transactions otherwise prohibited under DRC sanctions. Shippers and exporters engaged in trade with or through the DRC must review this GL to understand which activities remain restricted and which are permitted under current U.S. sanctions policy.

OFAC Publishes DRC Sanctions General License 1

On May 7, 2026, the U.S. Department of Treasury's Office of Foreign Assets Control (OFAC) published General License 1 (GL 1) issued pursuant to the Democratic Republic of the Congo Sanctions Regulations. According to the Federal Register notice, this general license "was previously made available on OFAC's website" and is now formally documented in the Federal Register.

General licenses issued by OFAC authorize specific categories of transactions that would otherwise be prohibited under applicable sanctions regulations. In this case, GL 1 operates under the DRC Sanctions Regulations framework, which restricts commercial and financial activity involving the Democratic Republic of the Congo, designated nationals, and entities operating in that jurisdiction.

Shippers, freight forwarders, and exporters conducting any business involving the DRC—whether direct shipments to DRC entities, re-exports of DRC-origin goods, or transshipments through the territory—must consult this license to determine whether their intended transaction falls within a permitted category. Failure to comply with DRC sanctions regulations, including reliance on an inapplicable or expired general license, can result in substantial civil and criminal penalties.
