OFAC publishes General License 11 for ICC sanctions

The U.S. Department of Treasury's Office of Foreign Assets Control (OFAC) has published General License 11 under the International Criminal Court-Related Sanctions Regulations. This general license authorizes certain transactions that would otherwise be prohibited under ICC-related sanctions. The full text is now available on OFAC's website for shippers and traders to reference when evaluating whether their dealings with sanctioned parties or jurisdictions may qualify for relief.

On June 10, 2026, the Department of the Treasury's Office of Foreign Assets Control (OFAC) published General License 11 (GL 11) pursuant to the International Criminal Court-Related Sanctions Regulations.

"The Department of the Treasury's Office of Foreign Assets Control (OFAC) is publishing a general license (GL) issued pursuant to the International Criminal Court-Related Sanctions Regulations: GL 11."

General licenses are OFAC authorizations that permit otherwise-prohibited transactions without requiring a specific license application. GL 11 makes explicit which dealings—whether with sanctioned persons, entities, or jurisdictions targeted under ICC-related sanctions—may proceed without separate OFAC approval.

Shippers and freight forwarders working with goods destined for or originating from ICC-sanctioned territories, or trading with listed persons and entities, must review GL 11 to determine whether their transaction falls within the permitted scope. The license applies to all parties engaging in U.S. trade, as well as non-U.S. persons transacting in U.S. dollars or U.S.-origin goods.

GL 11 had been available on OFAC's website prior to this Federal Register publication; the publication formalizes its status in the official administrative record.

What this means for shippers

Check OFAC's sanctions list and GL 11 before any transaction involving ICC-sanctioned jurisdictions or listed entities. If your shipment does not fit GL 11's authorizations, apply for a specific license from OFAC or halt the transaction—violations carry civil penalties up to $307,347 per violation and criminal penalties up to $20 million and imprisonment.
