Steel nails from Taiwan face antidumping review; two companies show below-NV sales
The U.S. Department of Commerce has issued preliminary results in an antidumping duty administrative review of certain steel nails from Taiwan covering July 1, 2024 through June 30, 2025. Commerce preliminarily determined that Faithful Engineering Products Co., Ltd. and Top Forever Screws Co., Ltd. sold subject merchandise at less than normal value. The review has been rescinded with respect to 20 other companies. Interested parties may comment on these preliminary findings.

The U.S. Department of Commerce has issued preliminary results in an antidumping duty administrative review of certain steel nails originating from Taiwan. The review covers the period of review (POR) from July 1, 2024, through June 30, 2025.
"Commerce preliminarily determines that Faithful Engineering Products Co., Ltd. (Faithful Engineering) and Top Forever Screws Co., Ltd. (Top Forever) made sales of subject merchandise at less than normal value (NV) during the period of review."
This preliminary determination means that these two manufacturers may have engaged in dumping—selling products at prices below their home-market value—which can trigger or maintain antidumping duties. However, the findings are not final; Commerce has invited interested parties to submit comments on the preliminary results before issuing final determinations.
Partial Rescission for Other Companies
As part of this administrative review, Commerce has also rescinded the review with respect to 20 companies. This rescission likely reflects administrative decisions regarding which exporters' sales will be examined in detail during this review cycle—possibly due to lack of sales activity, voluntary responses, or other administrative grounds.
What This Means for Shippers
Importers and freight forwarders sourcing steel nails from Taiwan should immediately identify whether their suppliers are among the two named companies (Faithful Engineering Products Co., Ltd. or Top Forever Screws Co., Ltd.) or the 20 companies subject to rescission. If you import from Faithful Engineering or Top Forever, expect final antidumping duties once Commerce concludes its review; verify your supplier status now and prepare landed-cost estimates that account for duty exposure. Even for suppliers in the rescinded category, monitor the final determination—Commerce may reinstate reviews or adjust duty rates. Use HS code 7317 for steel nails to track all related duties and certificate entries.
