This guidance clarifies compliance obligations for UK persons and businesses involved in trade with or financing to North Korea. Shippers and freight forwarders must understand these restrictions to avoid breaching UK sanctions law, which carries significant civil and criminal penalties.

UK publishes statutory guidance on North Korea sanctions regime

The UK Office of Financial Sanctions Implementation (OFSI) has released statutory guidance on the Democratic People's Republic of Korea sanctions regime as of 23 April 2026. This formal guidance outlines the legal framework, purposes, scope, and specific prohibitions that UK persons and entities must observe when dealing with North Korea.

According to OFSI, the guidance sets out:

"Statutory guidance for the Democratic People's Republic of Korea sanctions regime, plus a summary of its purposes, scope and prohibitions."

Who is affected and what is prohibited

UK persons—including individuals, businesses, and organisations registered in the UK—are subject to these sanctions. This extends to any person within UK territory and to UK-registered entities operating abroad. The sanctions regime typically restricts:

Freight forwarders, customs brokers, and e-commerce exporters shipping from the UK must ensure no goods destined for North Korea—whether directly or via transshipment points—breach these restrictions. Even indirect supply chains that benefit the DPRK regime are prohibited.

Breaches of UK sanctions law are serious. Civil penalties can reach 50% of the value of the transaction, and criminal offences carry imprisonment and fines. All UK shippers must:
