UK Clarifies Standard Individual Export Licence (SIEL) Requirements

The UK Department for Business and Trade (DBT) has published guidance on Standard Individual Export Licences (SIELs), the primary licensing instrument for exporting controlled military and dual-use goods. As stated in the guidance, "You can use a SIEL to make shipments of specified military or dual-use items to a named consignee and/or end-user."

Who Needs a SIEL?

Exporters shipping military equipment, defense technology, or items classified as dual-use (goods, software, or technology with both civilian and military applications) must obtain a SIEL before export. The license authorizes shipment to specific named recipients, meaning each consignee and end-user must be identified on the license application.

Dual-use items commonly requiring SIELs include certain electronics, telecommunications equipment, industrial machinery, chemicals, and encryption technology that could be adapted for military purposes.

Key Requirements

A SIEL is tied to specific recipients—the named consignee (importer) and end-user (the party ultimately receiving and using the goods). This requirement protects against diversion to unauthorized or sanctioned parties and ensures the UK government has visibility into the final destination and use of controlled items.

Exporters must apply for a new SIEL for each shipment or arrangement with different consignees or end-users. The license specifies the items, quantities, destinations, and permitted end-uses.

What This Means for Shippers

If you export military or dual-use controlled goods from the UK, you must secure a SIEL before shipment and ensure all documentation—including the license, commercial invoice, and certificate of origin—clearly identifies the consignee and end-user. Failure to obtain the required license or shipping to unlicensed recipients can result in penalties and seizure.
