UK tariff-rate quotas: reference documents now available

On 20 May 2026, HMRC published statutory guidance documents for the Customs (Tariff Quotas) (EU Exit) Regulations 2020, setting out the structure and eligibility rules for UK tariff-rate quotas (TRQs) post-Brexit.

The documents detail product specific tariff-rate quotas, including the individual product volumes and rates, and also list of eligible goods and their authorised uses.

Tariff-rate quotas allow imports of specified goods at a reduced or nil duty rate up to a defined annual volume threshold. Once the quota is exhausted, goods attract the standard (out-of-quota) tariff rate. HMRC's reference documents provide the authoritative product classifications, volume allocations, duty schedules, and conditions under which goods qualify for quota access.

These documents are binding for UK customs declarations and for traders claiming preferential TRQ rates. Failure to comply with product scope, volume limits, or use restrictions will result in out-of-quota duty assessment and potential penalties.

Traders must review the specific product chapters and codes relevant to their shipments, confirm their goods fall within the eligible product list, and verify that the shipment volume does not exceed the remaining quota for the relevant period.

Importers claiming UK TRQ benefits must immediately download and reference HMRC's tariff-quota documents before submitting customs entries.
