Commerce finalizes antidumping review on Turkish steel pipe

The U.S. Department of Commerce announced final results of its administrative review of antidumping duties on circular welded carbon steel standard pipe and tube products (CWP) from Türkiye on May 14, 2026. The review covered the period May 1, 2023, through April 30, 2024.

Sales of circular welded carbon steel standard pipe and tube products from the Republic of Türkiye were made at less than normal value during the period of review.

This final determination confirms that dumping occurred during the review period. Antidumping duties on Turkish CWP imports will remain in effect, protecting U.S. domestic producers from below-cost imports.

Circular welded carbon steel pipe and tube products (HS chapter 73, iron and steel products) are commonly used in construction, infrastructure, automotive, and industrial applications. Turkish manufacturers are among the world's largest producers of these commodities, making the U.S. market a key export destination.

Administrative reviews of antidumping duty orders are conducted annually to determine whether dumping is continuing and to calculate accurate duty rates for individual exporters or country-wide findings. This final decision means importers of Turkish CWP must continue to pay applicable antidumping duties at the established rate(s), in addition to any baseline tariffs.

What this means for shippers

Importers sourcing circular welded carbon steel pipe and tube from Türkiye must factor existing antidumping duty rates into landed-cost calculations for the 2023–2024 review period forward. Verify your supplier's rate by company name; if a rate was not individually calculated, apply the country-wide rate. Use our tariff and duty tools to update your cost models immediately. /landed-cost
