US anti-dumping review finds Turkish pipe below normal value

The U.S. Department of Commerce preliminarily determined that producers and exporters of large diameter welded pipe from Türkiye sold subject merchandise below normal value during May 2024–April 2025. The agency rescinded the review for 12 companies and is soliciting comments on the preliminary findings. This is a routine administrative review under the antidumping duty order on Turkish pipe.

Large diameter welded pipe from Türkiye faces preliminary dumping finding

On 27 May 2026, the U.S. Department of Commerce published preliminary results of an antidumping duty administrative review covering large diameter welded pipe from the Republic of Türkiye for the period 1 May 2024 through 30 April 2025.

The U.S. Department of Commerce (Commerce) preliminarily determines that producers/exporters subject to this review made sales of subject merchandise at less than normal value (NV) during the period of review (POR), May 1, 2024, through April 30, 2025.

Commerce rescinded the review with respect to 12 companies, meaning those firms will not be subject to revised antidumping duty rates based on this review cycle. The agency invited interested parties—importers, domestic producers, exporters, and their representatives—to file comments on the preliminary results.

Large diameter welded pipe typically falls under HS Chapter 73 (iron and steel articles). The preliminary finding of less-than-normal-value sales can result in increased antidumping duties assessed against Turkish exporters when entries are liquidated. Companies named in the review and importers of subject merchandise from Türkiye should monitor the final results notice, which Commerce will publish after the comment period closes and any hearing is held.

What this means for shippers

Importers of large diameter welded pipe from Türkiye must prepare for potential duty increases. Review the Federal Register notice to identify which producers/exporters are subject to new or modified rates in the final results. Request a landed-cost estimate immediately to understand the impact on landed prices, since antidumping duties are assessed in addition to base tariffs. Monitor Commerce's final determination notice to lock in accurate duty rates before liquidation.
