US anti-dumping review on Korean welded line pipe: preliminary findings

The U.S. Department of Commerce issued preliminary results on 15 June 2026 in its administrative review of welded line pipe from South Korea for the period 1 December 2023 through 30 November 2024. Commerce preliminarily determined that subject producers/exporters made sales below normal value, triggering anti-dumping duty findings. The review was rescinded with respect to 26 companies. Interested parties have an opportunity to comment on these preliminary determinations before final results are issued.

US Anti-Dumping Review on Korean Welded Line Pipe Yields Preliminary Dumping Findings

On 15 June 2026, the U.S. Department of Commerce released preliminary results of its anti-dumping duty administrative review covering welded line pipe from the Republic of Korea. The review period ran from 1 December 2023 through 30 November 2024.

Preliminary Dumping Determination

Commerce preliminarily determined that producers and exporters subject to this review made sales of subject merchandise at less than normal value (NV) during the period of review. This finding indicates that Korean manufacturers were selling welded line pipe into the U.S. market below fair-value prices, a practice that anti-dumping law is designed to counteract.

Partial Rescission and Company Coverage

In addition to the anti-dumping findings, Commerce rescinded the review with respect to 26 companies. This partial rescission means those specific firms will no longer be subject to the administrative review process for this period, though they may remain subject to existing anti-dumping duties on welded line pipe from Korea.

Welded line pipe falls under HS Chapter 73 (articles of iron or steel), a key sector under U.S. trade remedies scrutiny. The preliminary results affect all Korean producers and exporters of this merchandise during the 2023–2024 review period unless specifically excluded through the rescission.

Comment Period and Next Steps

The Federal Register notice invites interested parties—including U.S. manufacturers, importers, unions, and foreign producers—to submit comments on these preliminary results. Comments will inform Commerce's final determination, which typically follows 90–120 days after the preliminary results announcement. Final anti-dumping duties, if imposed, would apply retroactively to entries made during the review period and would remain in force unless the review is later revoked or margins fall to negligible levels.

What this means for shippers

Importers and freight forwarders moving welded line pipe from South Korea must monitor final anti-dumping duty rates closely when they are published. If preliminary findings hold, duty cash-flow on Korean line-pipe shipments will increase significantly; budget now for potential retroactive assessments on entries during the December 2023–November 2024 window. Verify HS classification (likely 7305 or 7306) and confirm supplier eligibility under any exclusion or rescission order before placing new orders. /hs-codes/search
