US anti-dumping review: Thai shrimp exporters face preliminary less-than-fair-value findings

The U.S. Department of Commerce released preliminary results of an antidumping duty administrative review on frozen warmwater shrimp from Thailand for the period February 1, 2024 through January 31, 2025. Commerce preliminarily determined that certain producers and exporters sold subject merchandise below normal value, while rescinding the review for 158 companies that had no shipments during the review period. Interested parties may submit comments on these preliminary findings before Commerce issues final results.

Preliminary Less-Than-Fair-Value Finding on Thai Shrimp

On May 14, 2026, the U.S. Department of Commerce released preliminary results of an administrative review of antidumping duties on certain frozen warmwater shrimp from Thailand, covering the period February 1, 2024 through January 31, 2025. Commerce preliminarily found that certain producers and exporters subject to this review made sales of subject merchandise at less than normal value (NV) during the period of review.

Scope and Company Treatment

The review examined sales by Thai shrimp producers and exporters during the 12-month period ending January 31, 2025. As stated in the preliminary determination:

"The U.S. Department of Commerce (Commerce) preliminarily finds that certain producers/exporters subject to this administrative review, made sales of subject merchandise at less than normal value (NV) during the period of review (POR) February 1, 2024, through January 31, 2025."

Additionally, Commerce preliminarily determined that certain companies initially included in the review had no shipments of subject merchandise during the review period. Accordingly, Commerce is rescinding the administrative review in part with respect to 158 companies that demonstrated no export activity to the United States during the POR.

This review applies to frozen warmwater shrimp, which typically falls under HS Chapter 03 (Fish and crustaceans). The antidumping investigation covers shrimp products imported from Thailand, a major exporter of this commodity to the United States.

Next Steps and Comment Period

Commerce has issued these preliminary results and opened a comment period for interested parties—including U.S. importers, Thai exporters, domestic shrimp producers, and other trade stakeholders—to submit written comments on the preliminary findings. Following the close of the comment period and any requested hearings, Commerce will issue final results of the administrative review, which may result in revised dumping margins and antidumping duty assessments on future entries of Thai shrimp.
