US antidumping duties on Korean hot-rolled steel: final review rates
The U.S. Department of Commerce has concluded its administrative review of antidumping duties on certain hot-rolled steel flat products from South Korea for the period October 1, 2023–September 30, 2024. The department determined that Korean producers and exporters made sales of subject merchandise at less than normal value, triggering antidumping duty liability. Shippers exporting or importing these steel products from Korea must verify current duty rates and ensure proper classification under HS Chapter 72 to avoid penalties.

The U.S. Department of Commerce has issued final results in its administrative review of antidumping duties on certain hot-rolled steel flat products originating from the Republic of Korea. The review covered the period of October 1, 2023, through September 30, 2024.
The U.S. Department of Commerce (Commerce) determines that producers and exporters subject to this administrative review made sales of subject merchandise at less than normal value during the period of review (POR) October 1, 2023, through September 30, 2024.
Who is affected
This determination applies to Korean producers and exporters of hot-rolled steel flat products (HS Chapter 72). Any U.S. importer purchasing these goods from Korean suppliers during or after the review period must account for antidumping duties in their landed cost calculations. Similarly, exporters shipping Korean hot-rolled steel products into the United States face antidumping duties on their shipments.
What the determination means
The finding of less-than-normal-value sales means that Korean producers exported these steel products at prices below their home-market or constructed value. This conclusion supports the continuation of antidumping duties, which are assessed in addition to regular tariffs under HS Chapter 72. Importers must work with their customs brokers and freight forwarders to ensure correct duty assessment and timely payment.
Administrative reviews like this one are routine under U.S. antidumping law. The results may lead to adjusted duty rates for specific companies or may confirm existing rates. Shippers should obtain the final rate determination from Commerce and communicate it to their customs entry teams immediately.
What this means for shippers
Korean hot-rolled steel shipments now face confirmed antidumping duties for the 2023–2024 period. If you import or export HS 72 products from Korea, retrieve the final duty rates from Commerce, verify your HS classification as Chapter 72, and file amended entries if your landed cost was underestimated. Failure to account for these duties risks penalties and delays at U.S. ports of entry. Check landed cost estimates with the latest rates
