US antidumping duty: Belgian CTL steel plate faces final assessment

The U.S. Department of Commerce concluded on 15 May 2026 that Industeel Belgium S.A. sold certain carbon and alloy steel cut-to-length (CTL) plate from Belgium at less than normal value during May 2023–April 2024, triggering antidumping duty liability. A related Belgian entity group (NLMK Belgium) had no reportable shipments to the US during that review period. Exporters and importers of steel CTL plate from Belgium must ensure compliance with revised antidumping deposit rates and review findings.

U.S. Antidumping Duty Review: Belgian Steel CTL Plate

On 15 May 2026, the U.S. Department of Commerce issued final results of an administrative review of antidumping duties on certain carbon and alloy steel cut-to-length plate (CTL plate) from Belgium. The department determined that Industeel Belgium S.A. engaged in dumping during the period of review (POR) spanning 1 May 2023 through 30 April 2024.

The U.S. Department of Commerce (Commerce) determines that Industeel Belgium S.A. (Industeel) made sales of certain carbon and alloy steel cut-to-length plate (CTL plate) from Belgium at less than normal value during the period of review (POR), May 1, 2023, through April 30, 2024.

This determination obligates U.S. importers to post antidumping duties on subject merchandise from Industeel Belgium and comply with revised cash-deposit rates going forward.

Entity Consolidation and No-Shipment Finding

The Commerce Department also consolidated five NLMK-affiliated entities—NLMK Clabecq S.A., NLMK Plate Sales S.A., NLMK Sales Europe S.A., NLMK Manage Steel Center S.A., and NLMK La Louviere S.A.—into a single corporate entity for purposes of this review.

Commerce also determines that NLMK Clabecq S.A., NLMK Plate Sales S.A., NLMK Sales Europe S.A., NLMK Manage Steel Center S.A., and NLMK La Louviere S.A. comprise a single entity (collectively, NLMK Belgium) and had no shipments to the United States during the POR.

With no reportable shipments, NLMK Belgium faces no additional antidumping liability from this review cycle, but the consolidation signals Commerce's view of these entities as operating under common control and management.

What this means for shippers

Importers purchasing carbon and alloy steel CTL plate from Industeel Belgium must apply the final antidumping cash-deposit rate to all entries effective immediately and adjust landed-cost estimates accordingly. Verify your supplier's parent company and trading entities against the NLMK Belgium consolidation to avoid misclassification and compliance exposure. Use HS chapter 72 (iron and steel) lookups to confirm your product scope and flag any borderline CTL-plate classifications that could fall outside the order. Review the final determination on the Federal Register for the specific duty rate, then update your duty calculations before the next shipment clears CBP.
