US antidumping duty: Shanghai Yueda Nails dumping findings (2023-24)

The U.S. Department of Commerce issued final results of an antidumping duty administrative review covering steel nails exported from China by Shanghai Yueda Nails Co., Ltd. and Shanghai Yueda Nails (Chuzhou) Ltd. for the period August 1, 2023–July 31, 2024. Commerce determined that Yueda Nails sold subject merchandise in the United States below normal value, confirming dumping violations. These final results establish new antidumping duties on affected shipments and affect importers sourcing steel nails from the named Chinese exporters.

Commerce Confirms Dumping by Shanghai Yueda Nails

On May 19, 2026, the U.S. Department of Commerce published final results of an antidumping duty administrative review for certain steel nails from China, covering the review period August 1, 2023, through July 31, 2024. The investigation focused on two related Chinese exporters: Shanghai Yueda Nails Co., Ltd. (also known as Shanghai Yueda Nails Industry Co., Ltd.) and Shanghai Yueda Nails (Chuzhou) Ltd.

Dumping Determination

Commerce determined that the two companies, collectively referred to as Yueda Nails, "sold subject merchandise in the United States at prices below normal value (NV) during the period of review." This finding of below-normal-value sales constitutes a violation of U.S. antidumping law and confirms that the exporter engaged in pricing practices that undercut fair-market competition.

Who Is Affected

Importers and distributors purchasing certain steel nails (HS Chapter 73, which includes various nail types classified under codes 7308.90 and related nail classifications) from Shanghai Yueda Nails Co., Ltd., Shanghai Yueda Nails Industry Co., Ltd., or Shanghai Yueda Nails (Chuzhou) Ltd. will face mandatory antidumping duties on future entries. U.S. Customs and Border Protection (CBP) will apply the antidumping rates determined in this review to all subject merchandise entered or withdrawn from warehouse for consumption on or after the effective date of the order.

Freight forwarders and customs brokers facilitating nail imports from China must verify the country of origin and manufacturer on bills of lading and commercial invoices. Misclassification of the exporter or failure to declare the actual manufacturer can result in penalties and cargo holds.

What This Means for Shippers

If you import steel nails from China, immediately verify whether your suppliers are affiliated with or owned by Yueda Nails entities. Antidumping duties now apply retroactively to entries from August 2023 onward; CBP will assess duties on unliquidated entries. Sourcing from non-covered Chinese manufacturers or alternative countries eliminates this duty exposure. Consult your customs broker to review entered shipments and filed H.S. classifications (Chapter 73 nails are high-risk). Act now: update supplier certificates of origin, file any necessary post-entry amendments, and adjust landed cost models to account for the antidumping rate.
