The U.S. Department of Commerce has preliminarily determined that producers and exporters of uncoated paper from Portugal engaged in dumping—selling subject merchandise at less than normal value—during the March 1, 2024 through February 28, 2025 administrative review period, according to a notice published in the Federal Register on June 3, 2026.

This determination comes as part of Commerce's ongoing antidumping duty administrative review, a mandatory annual examination of whether foreign manufacturers continue to dump goods in the U.S. market. Administrative reviews are standard practice under U.S. antidumping law and allow Commerce to adjust duty rates based on the actual pricing behavior of subject exporters during the review period.
Uncoated paper (typically classified in HS Chapter 48) from Portugal has been subject to antidumping duties following an earlier investigation. This preliminary results notice marks a critical juncture: Commerce has found evidence of dumping, but the determination is not yet final.
