US confirms dumping on UAE steel nails; duties affirmed
The U.S. Department of Commerce has concluded its administrative review of antidumping duties on certain steel nails from the United Arab Emirates for the period May 1, 2023–April 30, 2024, and determined that UAE producers/exporters sold these nails at less than normal value (dumping). This final determination means existing antidumping duties remain in effect on UAE-origin steel nails. Exporters and importers of these products must ensure compliance with the duty rates established in prior orders and confirmed by this review.

The U.S. Department of Commerce announced on May 20, 2026, the final results of an administrative review of antidumping duties on certain steel nails originating from the United Arab Emirates. The review covered the period May 1, 2023, through April 30, 2024.
"The U.S. Department of Commerce (Commerce) determines that producers/exporters subject to this administrative review made sales of certain steel nails from the United Arab Emirates (UAE) at less than normal value during the period of review (POR) May 1, 2023, through April 30, 2024."
Who is affected
This determination applies directly to UAE-based producers and exporters of steel nails subject to the administrative review. U.S. importers purchasing steel nails from UAE sources must account for antidumping duties in their landed-cost calculations. The antidumping order on UAE steel nails—covering HS Chapter 73 merchandise (iron and steel products)—remains in full force following this final determination.
Implication for duty rates
Because Commerce found that the reviewed companies continued dumping during the POR, the existing antidumping duty rates on these products are affirmed. Importers cannot expect a reduction in duties on UAE-origin steel nails as a result of this review. Any company importing these goods must continue to apply the established duty rates at the time of entry.
What this means for shippers
If you source steel nails (HS 7317) from the UAE, verify the applicable antidumping duty rate with your customs broker or landed-cost calculator immediately—duties are confirmed through this final determination and apply to all entries. Failure to deposit the correct duty amount at entry risks liquidation adjustments and penalties. Update your cost models now to reflect the confirmed duty obligations on all UAE steel-nail shipments. /landed-cost
