US ends Korea corrosion-resistant steel dumping duties for 2023-24
The U.S. Department of Commerce has issued final results of its antidumping duty administrative review, determining that certain corrosion-resistant steel (CORE) products from the Republic of Korea were not sold below normal value during the July 1, 2023–June 30, 2024 review period. This finding results in the rescission of the antidumping duty review in part, lifting duties on Korean CORE shipments for that period. Importers and steel buyers should verify current tariff status and update landed-cost calculations accordingly.

"The U.S. Department of Commerce (Commerce) determines that certain corrosion-resistant steel products (CORE) from the Republic of Korea (Korea) were not sold in the United States at less than normal value (NV) during the July 1, 2023, through June 30, 2024, period of review (POR)."
This final determination means that Commerce found no evidence of dumping—selling at prices below normal value—by Korean CORE manufacturers during the review period. As a result, the antidumping duty review is rescinded in part, effectively removing the antidumping duties that would otherwise apply to Korean corrosion-resistant steel imports during this timeframe.
Corrosion-resistant steel products typically fall under HS Chapter 72 (iron and steel). Importers sourcing CORE from Korean mills will no longer face antidumping tariffs for shipments covered by this review period, provided the merchandise meets the product scope definition established in the underlying order.
This determination follows Commerce's administrative review process, in which domestic and foreign interested parties submit data, respond to supplemental questionnaires, and present arguments before Commerce issues preliminary and final results. The fact that Commerce determined no dumping occurred represents a favorable outcome for Korean exporters and any importers purchasing CORE from those sources during the POR.
What this means for shippers
If you import corrosion-resistant steel from Korea, remove antidumping duties from your landed-cost calculations for goods shipped during the July 1, 2023–June 30, 2024 period. Check the Federal Register notice for the full product scope and any company-specific exclusions; misclassification can trigger duty assessments on entry. Update your tariff schedules immediately and reconcile any prior entries that may now qualify for duty refunds under the drawback or claim process.
