US extends anti-dumping duties on PC strand from six countries
The U.S. Department of Commerce has continued antidumping and countervailing duty orders on prestressed concrete steel wire strand (PC strand) imported from Brazil, India, Japan, Mexico, South Korea, and Thailand. The Commerce Department and International Trade Commission determined that revoking these orders would likely result in a recurrence of dumping, countervailable subsidies, and material injury to the domestic industry. The continuation means existing duty rates remain in force on these countries' shipments.

On June 4, 2026, the U.S. Department of Commerce published a notice continuing antidumping duty (AD) and countervailing duty (CVD) orders on prestressed concrete steel wire strand (PC strand) from Brazil, India, Japan, Mexico, the Republic of Korea, and Thailand.
As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) finding that revocation of the antidumping duty (AD) orders on prestressed concrete steel wire strand (PC strand) from Brazil, India, Japan, Mexico, the Republic of Korea (Korea), and Thailand and the countervailing duty (CVD) order on PC strand from India would likely lead to the continuation or recurrence of dumping, countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of these AD and CVD orders.

The continuation covers:
Antidumping duties on PC strand from:
- Brazil
- India
- Japan
- Mexico
- Republic of Korea
- Thailand
Countervailing duties on PC strand from:
- India
PC strand—also known as prestressed concrete strand or high-strength wire rope used in concrete reinforcement—falls within HS Chapter 73 (iron and steel products). The ITC and Commerce determined that allowing these orders to expire would enable dumped and subsidized imports to resurge, causing material harm to U.S. producers.
Importer obligations
Importers of PC strand from these six countries must continue paying the applicable antidumping and countervailing duty rates established under the original investigations. The existing duty schedules remain in effect unless further administrative reviews adjust individual company margins or the ITC initiates a new sunset investigation.
Importers should verify:
- Whether their supplier's country is subject to AD and/or CVD orders
