US Extends Anti-Dumping Duty on Chinese Hand Trucks

On June 5, 2026, the U.S. Department of Commerce announced the final results of its expedited fourth sunset review of the antidumping duty (AD) order covering hand trucks and certain parts thereof from China. Commerce concluded that revocation of the order would likely lead to continuation or recurrence of dumping at previously determined levels.

Who Is Affected

This ruling impacts all importers, distributors, and e-commerce merchants sourcing hand trucks or related component parts from the People's Republic of China. The antidumping duty order remains in force, meaning Chinese hand truck shipments into the U.S. will continue to incur additional duties beyond standard tariffs.

The affected product category encompasses hand trucks—wheeled or unwheel devices used for moving goods manually—and certain enumerated parts. The scope determination applies to all forms of hand trucks and qualifying parts, regardless of whether they are finished goods or intermediate components destined for assembly.

Anti-Dumping Duty Framework

Under U.S. trade law, Commerce periodically reviews active AD orders to determine whether revoking them would result in a likely recurrence of the dumping that originally prompted the order's imposition. This sunset review mechanism, conducted every five years unless expedited, allows Commerce to reassess the trade remedy's continued necessity.

"Commerce finds that revocation of the antidumping duty (AD) order on hand trucks and certain parts thereof (hand trucks) from the People's Republic of China (PRC) would be likely to lead to continuation or recurrence of dumping, at the levels indicated in the 'Final Results of Sunset Review' section of this notice."

The expedited nature of this fourth review indicates that the International Trade Commission's determination supported continuation without a full investigation. Commerce's final determination preserves the existing duty rates and sustains the trade barrier on Chinese hand truck imports.

All importers sourcing hand trucks or parts from China must immediately verify current anti-dumping duty rates and ensure landed-cost calculations include these additional assessments. Verify supplier origin documentation; transshipment through third countries does not circumvent the order.
