US extends countervailing duty on Chinese corrosion inhibitors
The U.S. Department of Commerce has concluded its first sunset review of the countervailing duty (CVD) order on certain corrosion inhibitors from China. Commerce determined that revoking the order would likely lead to continuation or recurrence of countervailable subsidies, resulting in the CVD order remaining in place. Shippers importing corrosion inhibitors from China must continue to account for applicable countervailing duties in their landed cost calculations.

On May 19, 2026, the U.S. Department of Commerce published final results of the expedited first sunset review of the countervailing duty (CVD) order on certain corrosion inhibitors from the People's Republic of China.
The U.S. Department of Commerce (Commerce) finds that revocation of the countervailing duty (CVD) order on certain corrosion inhibitors from the People's Republic of China (China) would be likely to lead to continuation or recurrence of countervailable subsidies at the levels indicated in the "Final Results of Sunset Review" section of this notice.
Countervailing duty orders are subject to sunset review five years after imposition. During this review, Commerce examines whether revoking the order would likely result in the continuation or recurrence of countervailable subsidies. The expedited sunset review process applies when the volume of imports from the subject country is negligible or when ninety percent or more of the domestic producers do not object to revocation.
Commerce's finding that revocation would likely lead to continuation or recurrence of countervailable subsidies means the CVD order on corrosion inhibitors from China will remain in effect. This protects U.S. domestic producers of corrosion inhibitors from subsidized Chinese imports.
What this means for shippers
E-commerce merchants, freight forwarders, and exporters importing corrosion inhibitors from China must continue applying the applicable countervailing duty rates to all subject shipments. Verify product classification under the relevant HS chapter and confirm CVD applicability before shipment. Update your landed-cost models to reflect the extended duty order and recalculate pricing for affected SKUs immediately.
