The U.S. Department of Commerce released preliminary findings on June 11, 2026, determining that countervailable subsidies were provided to Zhejiang Dingli Machinery Co., Ltd. (Dingli) and its cross-owned affiliates, producers and exporters of mobile access equipment and subassemblies thereof from the People's Republic of China.
Scope and Period
The administrative review covers the period of review (POR) of January 1, 2023, through December 31, 2023. The merchandise under review is mobile access equipment and subassemblies thereof from China, which fall under the countervailing duty investigation scope.
Company Status and Rescission
Commerce has preliminarily determined that Dingli and its cross-owned affiliates received countervailable subsidies during the review period. Separately, Commerce is rescinding this review, in part, with respect to 26 companies that were part of the original administrative review.
"The U.S. Department of Commerce preliminarily finds that countervailable subsidies were provided to Zhejiang Dingli Machinery Co., Ltd. (Dingli), and its cross-owned affiliates, a producer and exporter of mobile access equipment and subassemblies thereof (MAE) from the People's Republic of China."
This preliminary determination signals that duties may be imposed on the affected merchandise when the final results are published, subject to further investigation and public comment.
Next Steps
Interested parties—including importers, domestic producers, and other stakeholders—are invited to submit comments on these preliminary results. The final determination will follow the comment period and may result in the assessment of countervailing duties on subject merchandise.
What this means for shippers
If you import mobile access equipment or subassemblies from China, you must monitor this review's final determination. Countervailing duties will apply retroactively to entries during 2023 and may affect your landed-cost calculations. Verify your supplier's eligibility and file comments if you have evidence the subsidy determination is incorrect—silence locks you into duties at final. Review the published duty rate against your current supply agreements immediately after the final notice. Start exploring alternative suppliers or pricing adjustments now.
