On May 22, 2026, the U.S. Department of Commerce issued a final affirmative countervailing duty determination against unwrought palladium from the Russian Federation. The investigation, covering January 1–December 31, 2024, concluded that countervailable subsidies are being provided to Russian producers and exporters of palladium.
Who Is Affected
This determination applies to unwrought palladium (HS Chapter 71 materials) sourced from Russia. Importers, freight forwarders, and traders bringing Russian palladium into the U.S. market will face additional countervailing duties on top of any existing tariffs or sanctions-related trade restrictions. U.S. manufacturers relying on Russian palladium for electronics, catalytic converters, dentistry, and jewelry fabrication may experience increased input costs or supply-chain disruption.
