US maintains countervailing duty on Turkish PC strand after sunset review

The U.S. Department of Commerce has completed its expedited first sunset review of the countervailing duty (CVD) order on prestressed concrete steel wire strand (PC strand) from Türkiye. Commerce determined that revoking the order would likely result in the continuation or recurrence of countervailable subsidies. The CVD order therefore remains in effect, maintaining tariff protection for U.S. producers against subsidized Turkish imports.

Commerce Maintains CVD Order on Turkish PC Strand

On May 4, 2026, the U.S. Department of Commerce announced final results of an expedited first sunset review of the countervailing duty order on prestressed concrete steel wire strand from Türkiye, concluding that the order should remain in place.

What Is PC Strand?

Prestressed concrete steel wire strand (PC strand) is a specialized steel product used in construction and infrastructure projects. The product falls under steel-wire classifications in the HS code structure.

Sunset Review Findings

In its final determination, Commerce found that:

"revocation of the countervailing duty (CVD) order on prestressed concrete steel wire strand (PC strand) from the Republic of Türkiye would be likely to lead to continuation or recurrence of countervailable subsidies at the levels indicated in the 'Final Results of Sunset Review' section of this notice."

This conclusion means Commerce determined that Turkish producers continue to receive government subsidies for PC strand exports, and removing the tariff protection would likely allow subsidized imports to resume at commercially harmful levels.

Why Sunset Reviews Matter

Under U.S. trade law, countervailing duty orders are subject to sunset review five years after imposition. During this review, Commerce must determine whether revoking the order would lead to continuation or recurrence of the subsidized conduct. If the agency finds likely recurrence, the order remains in effect indefinitely until the next sunset review (typically five years later). If Commerce determines revocation would not cause recurrence, the order expires.
