The investigation covers freight rail couplers and parts thereof classified under HS Chapter 86 (railroad and tramway track material of iron or steel). The period of investigation (POI) runs from July 1, 2024, through June 30, 2025. This LTFV finding means Commerce believes Czech producers are pricing their exports below either home-market value or the cost of production, thereby injuring or threatening to injure the U.S. rail coupling industry.
