US opens final phase of anti-dumping probe on van trailers from Canada, China, Mexico

The U.S. International Trade Commission has scheduled the final phase of antidumping and countervailing duty investigations into van-type trailers and subassemblies from Canada, China, and Mexico. The Commerce Department has preliminarily determined that imports from China and Mexico are subsidized. The investigation covers HS codes 8716.39.00 and 8716.90.50. Final determinations will assess whether domestic industry injury or material retardation has occurred.

The U.S. International Trade Commission (USITC) has announced the scheduling of the final investigative phase in antidumping and countervailing duty cases against van-type trailers and subassemblies imported from Canada, China, and Mexico, according to a Federal Register notice published June 17, 2026.

The investigations cover HS subheadings 8716.39.00 and 8716.90.50 under the Harmonized Tariff Schedule of the United States. Investigation numbers are 701-TA-781-782 and 731-TA-1767-1769 (Final).

The U.S. Department of Commerce has preliminarily determined that:

imports of van-type trailers and subassemblies from Canada, China, and Mexico are "preliminarily determined by the U.S. Department of Commerce to be subsidized by the Governments of China and Mexico."

This means Commerce found actionable subsidies supporting exports from China and Mexico. Canada's status in the countervailing duty case differs; the investigation will also apply antidumping duties across all three countries.

The final phase focuses on whether the U.S. domestic trailer industry meets the statutory injury test under the Tariff Act of 1930. The USITC must determine whether:

by reason of the subsidized and dumped imports.

Shippers and importers should note that preliminary duties may already be in effect while the final phase proceeds. The outcome will set permanent duty rates on van-type trailers and subassemblies from these three countries—a significant change for logistics providers, manufacturers relying on imported components, and distributors in the trailer market.
