US opens five-year review on welded line pipe from South Korea, Turkey
The US International Trade Commission has initiated five-year reviews to determine whether existing countervailing duty orders on welded line pipe from Turkey and antidumping duty orders on welded line pipe from South Korea and Turkey should remain in force. These periodic reviews, required under the Tariff Act of 1930, assess whether revoking the orders would likely cause material injury to the US industry. Interested parties must submit relevant information to the Commission by the specified deadline.

Under Section 751(c) of the Tariff Act of 1930, the Commission periodically reviews whether to continue or revoke trade remedy orders. Specifically:
"The Commission hereby gives notice that it has instituted reviews pursuant to the Tariff Act of 1930, as amended, to determine whether revocation of the countervailing duty order on welded line pipe from Turkey and the antidumping duty orders on welded line pipe from South Korea and Turkey would be likely to lead to continuation or recurrence of material injury."
What is under review:
- Countervailing duty order on welded line pipe from Turkey (addresses government subsidies)
- Antidumping duty orders on welded line pipe from South Korea and Turkey (addresses below-cost pricing)
Welded line pipe is classified under HS Chapter 73 (iron and steel pipes and tubes). These orders have been in place since their original investigations and now face routine renewal scrutiny.
Who must respond: Interested parties—including domestic producers, importers, foreign manufacturers, and industry associations—are required to submit information and arguments responding to the Commission's notice. The Commission will use these submissions to determine whether continuation of the duties is necessary to prevent material injury to the US welded line pipe industry.
Five-year reviews are a standard enforcement mechanism. If the Commission determines that revocation would not lead to material injury, the duties can be discontinued. If material injury is likely, the orders continue. This process ensures that trade remedies remain justified and proportionate.
What this means for shippers
If you import welded line pipe from South Korea or Turkey, confirm your current duty rates with your customs broker immediately—these orders remain in full effect during the review period. Duty rates will not change unless the Commission votes to revoke after the review concludes (typically 12–18 months). File any factual submissions with the USITC if you have direct knowledge of price, volume, or injury data; silence may disadvantage your position if rates survive the review. Monitor Federal Register notices for the final determination deadline and any request-for-comment extensions. Check /hs-codes/search to confirm your product's exact HS classification and applicable order.
