US rescinds antidumping review on Chinese freight rail couplers
The U.S. Department of Commerce has rescinded its administrative review of antidumping duties on freight rail couplers and parts from China for the period July 1, 2024–June 30, 2025. This means no new duty rates will be determined for that review period; existing antidumping duties remain in effect. Importers of these products should verify current duty assessments with their freight forwarder or customs broker.

The period of review (POR) covered July 1, 2024, through June 30, 2025.
What the rescission means
An administrative review rescission means Commerce will not issue revised antidumping duty rates for the reviewed period. Instead, the antidumping duties that were in place before the review began will continue to apply to imports of freight rail couplers and parts from China.
Freight rail couplers—mechanical devices that connect freight cars—fall under the scope of an existing antidumping order. While the Federal Register notice does not specify an HS chapter, freight rail couplers are typically classified under HS Chapter 86 (Railway or tramway locomotives, rolling stock, and parts thereof). The rescission applies only to Chinese-origin merchandise; duties on couplers from other countries are unaffected.
Shippers and importers should note that rescission of an administrative review is relatively uncommon and typically occurs when:
- No business or sales activity was recorded during the review period for the respondent companies under investigation, or
- Commerce determines that an expedited rescission is warranted based on administrative considerations.
Existing antidumping duty rates—which may vary by Chinese producer—remain applicable to all shipments of freight rail couplers and parts from China, whether they entered the U.S. market during the review period or afterward.
What this means for shippers
If you're importing freight rail couplers or parts from China, confirm your supplier's antidumping duty rate with your freight forwarder immediately—rates may differ by manufacturer and will not be updated by this review. Update your landed-cost models to reflect the continuing duty obligation. Verify your supplier's country of origin to ensure you're not inadvertently importing from a Chinese producer covered by the order. /landed-cost
