US Rescinds Antidumping Review on Taiwan Steel Pipe

The U.S. Department of Commerce has rescinded the administrative review of the antidumping duty order on circular welded non-alloy steel pipe from Taiwan for the 2024–2025 review period (November 1, 2024 – October 31, 2025). This means the review will not proceed and existing antidumping duties remain in effect. Importers of Taiwan-origin CWP should expect no change to current duty rates or administrative procedures as a result of this rescission.

The U.S. Department of Commerce announced on April 29, 2026, that it is rescinding the administrative review of the antidumping duty (AD) order on circular welded non-alloy steel pipe (CWP) from Taiwan for the period of review (POR) November 1, 2024, through October 31, 2025.

What this affects

Circular welded non-alloy steel pipe is classified under HS Chapter 73. Importers and distributors sourcing CWP from Taiwan have been subject to antidumping duties under an existing AD order. Administrative reviews are routine proceedings in which Commerce recalculates duty rates based on the exporter's prior-year transactions and compliance.

By rescinding this administrative review, Commerce is terminating the review process that would have examined Taiwan exporters' pricing, costs, and dumping margins for the November 2024–October 2025 period. As a result, the previously published antidumping duty rates for CWP from Taiwan will remain in effect; no new calculated rates will be issued for this review period.

Taiwan is the affected origin; Chapter 73 (Iron and Steel) HS codes covering CWP are directly implicated.

What this means for shippers

Importers of circular welded non-alloy steel pipe from Taiwan must continue to pay the existing antidumping duty rates already in place. No new administrative review means no opportunity to request a rate recalculation or lower duty assessment for the 2024–2025 period. Ensure your customs entries correctly apply the standing AD rate, and flag any Taiwan CWP imports for duty compliance review to avoid underpayment penalties. /landed-cost
