Korea acetone dumping duties affirmed in 2024–25 review

The U.S. Department of Commerce has issued final results of its antidumping duty administrative review for acetone imports from South Korea, covering the period March 1, 2024 through February 28, 2025. Kumho P&B Chemicals, Inc., a major Korean acetone producer and exporter, was found to have made sales at less than normal value (i.e., dumped) during the review period. This determination affirms the ongoing antidumping duty regime for Korean acetone and confirms that subject shipments remain liable to calculated dumping margins.

The U.S. Department of Commerce has concluded its administrative review of antidumping duties on acetone from the Republic of Korea, announcing final results on June 9, 2026. The review covered the 12-month period of March 1, 2024 through February 28, 2025.

The U.S. Department of Commerce (Commerce) determines that Kumho P&B Chemicals, Inc. (KPB), a producer/exporter subject to this administrative review, made sales of acetone from the Republic of Korea (Korea) at less than normal value during the period of review (POR) March 1, 2024, through February 28, 2025.

Acetone, classified under HS Chapter 29 (organic chemicals), has been subject to U.S. antidumping duties for years. Administrative reviews are conducted periodically to reassess dumping margins and determine whether subject exporters continue to sell at less than fair value. The finding that Kumho P&B Chemicals made below-normal-value sales means the company will remain liable for antidumping duties on its U.S. acetone sales going forward.

Exporters and importers of Korean acetone must factor recalculated or continuing dumping margins into their landed-cost estimates when importing this product into the United States. The Commerce Department typically assigns company-specific or country-wide duty rates based on the review findings, which are applied retroactively to entries made during the review period and prospectively to future entries.

What this means for shippers

If you import acetone from Korea, confirm whether your supplier faced recalculated dumping margins in this review—Commerce will publish company-specific rates. Ensure your landed-cost calculations include the applicable antidumping duty for the March 2024–February 2025 period and update your estimates going forward.
