Spain's TYCSA faces antidumping duty review on steel wire strand
The U.S. Department of Commerce has issued preliminary results in an administrative review of prestressed concrete steel wire strand from Spain, finding that Global Special Steel Products S.A.U. (operating as Trenzas y Cables de Acero PSC, S.L.—TYCSA) made sales of subject merchandise at less than normal value during June 1, 2024–May 31, 2025. The preliminary determination opens a comment period for interested parties before final results are issued.

On June 22, 2026, the U.S. Department of Commerce released preliminary results of an antidumping duty administrative review covering prestressed concrete steel wire strand (PCWS) imports from Spain. The review covers the period June 1, 2024, through May 31, 2025, and targets Global Special Steel Products S.A.U., which operates under the trade name Trenzas y Cables de Acero PSC, S.L. (TYCSA).
Commercehas preliminarily determined that TYCSA made sales of subject merchandise at less than normal value (NV) during the review period. This is a standard finding in antidumping investigations—when a foreign producer's export price falls below the "normal value" (the price charged in the home market or comparable third-country sales), it may be deemed dumped.
HS Classification and Product Scope
Prestressed concrete steel wire strand falls under HS Chapter 72 (iron and steel). The product is a specialized wire strand used in construction applications, particularly in precast and prestressed concrete infrastructure.
Who is Affected
Importers of Spanish-origin PCWS, particularly those sourcing from TYCSA or other Spanish producers in this category, should monitor the final determination and any resulting antidumping duty margins. The administrative review process allows the Department to recalculate dumping margins periodically, which can result in higher or lower duties being imposed.
Next Steps
Interested parties—including importers, domestic producers, and exporters—are invited to submit comments on these preliminary results. The comment period is critical for presenting alternative analyses, factual corrections, or arguments that might influence the final determination. Commerce will issue final results of review after considering all submissions.
What this means for shippers
Importers of Spanish steel wire strand must verify the HS classification and origin of their shipments and monitor final antidumping duty margins once published. If TYCSA or other Spanish producers are named in final results with affirmative dumping findings, duties will be assessed on entry and potentially retroactively on entries made during the review period. Review the preliminary determination and prepare comments if you source PCWS from Spain; the final margin could significantly raise your landed cost.
