Taiwan optical brighteners: antidumping duty affirmed for 2023–24
The U.S. Department of Commerce has concluded its antidumping administrative review for stilbenic optical brightening agents from Taiwan, covering May 1, 2023 through April 30, 2024. Commerce determined that Teh Fong Min International Co., Ltd. (TFM), the sole producer and exporter under review, sold subject merchandise in the United States at less than normal value. This final determination confirms antidumping duty liability for the review period.

On May 6, 2026, the U.S. Department of Commerce published final results of its antidumping duty administrative review for certain stilbenic optical brightening agents imported from Taiwan. The review covered the period May 1, 2023 through April 30, 2024.
Commerce determined that Teh Fong Min International Co., Ltd. (TFM), identified as the sole producer and exporter subject to this review, made sales of the subject merchandise in the United States at prices below normal value during the period of review (POR). This finding affirms antidumping duty liability for TFM.
Who is affected
Importers and distributors sourcing stilbenic optical brightening agents from Taiwan—particularly from TFM—must continue to pay antidumping duties on entries during this review period. Optical brightening agents are widely used in detergents, textiles, paper, and plastics to enhance whiteness and brightness. The antidumping order remains in effect, and TFM remains subject to a company-specific antidumping duty rate calculated by Commerce.
What changed
This final determination concludes Commerce's annual administrative review for the 2023–24 period. The agency's affirmative finding of dumping (sales below normal value) means that antidumping duties assessed on TFM's entries during May 2023–April 2024 will be liquidated at the rate Commerce has determined, without further administrative recourse in this review cycle. Importers and their customs brokers should verify entry lines from this exporter to ensure duty deposits and final assessments align with the announced rate.
What this means for shippers
If you imported stilbenic optical brightening agents (HS 3004 or related brightener classifications) from Taiwan during May 2023–April 2024, verify that your entries are associated with TFM and confirm the antidumping duty rate applied at entry. Ensure your landed-cost models and duty accruals reflect the final determination. Review any pending claims for refund or adjustment with your customs broker now, as administrative remedies may be time-barred after liquidation.
