US finalizes anti-dumping duties on PET resin from Oman

The U.S. Department of Commerce has issued final anti-dumping duty results for polyethylene terephthalate (PET) resin imported from the Sultanate of Oman for the 2023–2024 review period (May 1, 2023 – April 30, 2024). Commerce determined that OCTAL SAOC FZC, the sole producer/exporter under review, sold subject merchandise at less than normal value, triggering anti-dumping duties. PET resin exporters from Oman and importers sourcing from that country must immediately review their landed costs and duty exposure.

US Commerce Finalizes Anti-Dumping Duties on Omani PET Resin

On May 18, 2026, the U.S. Department of Commerce published final results of its antidumping duty administrative review covering polyethylene terephthalate (PET) resin from the Sultanate of Oman. The review period ran from May 1, 2023, through April 30, 2024.

Commerce determined that OCTAL SAOC FZC (OCTAL), identified as the sole producer and exporter under administrative review, sold subject merchandise at less than normal value during the period of review. This finding triggers anti-dumping duty liability on PET resin imports from Oman.

Who Is Affected

PET resin falls under HS Chapter 39 (plastics and articles thereof). Importers sourcing polyethylene terephthalate resin from Oman (OMN) are now subject to anti-dumping duties on shipments. The determination names OCTAL SAOC FZC as the respondent company, but the anti-dumping order applies to the product category as imported from that country.

Freight forwarders and customs brokers handling PET resin shipments from Oman must update their landed-cost calculations to account for anti-dumping duty assessments. The final determination establishes the benchmark for duty rates applicable to entries during and after the review period.

What This Means for Shippers

All importers bringing PET resin into the United States from Oman must immediately recalculate landed costs and secured duties on affected shipments. Verify your supplier's country of origin and resin HS classification (Chapter 39) now—delaying compliance risks customs delays, penalties, and duty underpayment. Contact your customs broker to obtain the applicable anti-dumping duty rate and ensure bond coverage. Review /hs-codes/search to confirm your PET resin HS code and cross-reference this final determination with your supply chain.
