US grants preferential duty access for UK whiskey under Economic Prosperity Deal

The USTR announced that the United States will grant preferential duty access for whiskey produced in the United Kingdom as part of the ongoing implementation of the US–UK Economic Prosperity Deal (EPD). The move follows earlier gains for American beef and ethanol in UK markets, and a pharmaceutical agreement between the two countries. The preferential treatment extends to other American and British goods under the EPD framework.

US grants preferential duty access for UK whiskey

On April 30, 2026, US Trade Ambassador Greer announced that the United States will extend preferential duty access to whiskey produced in the United Kingdom, marking the latest phase of the US–UK Economic Prosperity Deal.

"Last year, the United States and the United Kingdom jointly announced the General Terms for an Economic Prosperity Deal, where the U.S. secured increased access into the U.K. for American beef and ethanol. More recently, we announced a historic pharmaceutical deal that will drive investment and innovation in both countries," said Ambassador Greer. "As part of the EPD, the U.S. and UK have decided that in continuing its implementation, the United States will allow preferential duty access for whiskey produced in the United Kingdom, along with preferential treatment for other American and British goods."

Context and scope

The preferential duty arrangement sits within the broader US–UK Economic Prosperity Deal negotiated over the past year. The EPD has secured reciprocal market access improvements: the US had earlier won expanded market entry for American beef and ethanol into the United Kingdom. In parallel, a pharmaceutical agreement was finalized to encourage cross-border investment and innovation in both markets.

UK-produced whiskey—classified under HS Chapter 22 (beverages and vinegar)—will now receive preferential tariff treatment when imported into the United States. This reduces or eliminates tariffs that would otherwise apply to these spirits under the standard Most Favored Nation (MFN) duty rate. The announcement also signals that additional American and British goods beyond whiskey and the previously negotiated sectors will receive similar preferential treatment as the EPD implementation continues.

Implications for importers and exporters

For US importers of UK whiskey, preferential duty access lowers landed costs and increases competitiveness versus non-preferential sources. UK distillers and exporters gain a tariff advantage in the world's largest spirits market. Shippers of these goods must ensure proper country-of-origin documentation and classification under Chapter 22 to claim the preferential rate at US Customs and Border Protection (CBP) entry.

The announcement does not specify an effective date, phase-in period, or the precise tariff reduction. Traders should expect formal tariff schedules and rules of origin to follow via Federal Register notice and CBP guidance.

What this means for shippers

Confirm UK origin and HS Chapter 22 classification for all whiskey shipments immediately; when CBP implements the preferential rate, your landed cost will drop, but only if documentation is audit-ready now. Monitor the USTR and CBP websites for the formal tariff schedule and effective date—delay costs you the duty savings. Use a landed-cost tool to model the new duty rate as soon as it's published so you can reprice and compete effectively.
