US opens countervailing duty case on Chinese van-type trailers

The U.S. Department of Commerce has issued a preliminary affirmative countervailing duty (CVD) determination against van-type trailers and subassemblies from China, covering the investigation period January 1–December 31, 2024. The determination finds that countervailable subsidies are being provided to Chinese producers and exporters. This is the first step in a formal CVD investigation; Commerce will issue a final determination later. Interested parties, including importers, domestic producers, and exporters, can submit comments on the preliminary finding.

# US Opens Countervailing Duty Investigation on Chinese Van-Type Trailers

On June 5, 2026, the U.S. Department of Commerce issued a preliminary affirmative countervailing duty determination against van-type trailers and subassemblies thereof from the People's Republic of China. The determination covers the investigation period January 1, 2024, through December 31, 2024.

"Commerce preliminarily determines that countervailable subsidies are being provided to producers and exporters of van-type trailers and subassemblies thereof from the People's Republic of China."

This preliminary ruling opens the formal countervailing duty investigation process. Van-type trailers—enclosed or semi-enclosed cargo trailers designed for hauling goods—are classified under HS Chapter 87 (vehicles and parts). The investigation examines whether Chinese government subsidies or other forms of financial support have distorted the cost of production or export, enabling Chinese manufacturers to sell trailers below fair-value prices in the U.S. market.

Next Steps and Timeline

The preliminary determination is not final. Commerce will conduct further investigation and issue a final countervailing duty determination at a later date. The final determination will align with the final antidumping duty determination, as both cases progress in parallel.

Interested parties—including importers, domestic producers, foreign producers, exporters, and trade associations—are invited to submit comments on this preliminary affirmative finding. These comments will inform Commerce's analysis before the final determination is issued.

What this means for shippers

If you import Chinese van-type trailers or components, expect provisional CVD duties to apply immediately upon entry, with duties possibly retroactive to the publication date. Verify HS classification (likely HS 8704 for trailers; 8708 for parts) and confirm your supplier's subsidy exposure—non-subject Chinese exporters may exist. Monitor the final determination timeline closely and adjust landed-cost forecasts now, as duties will lock in retroactively. File a protest if duties are assessed in error, but act before the final determination closes the record. Check your duty liability and landed costs immediately.
