US terminates countervailing duty investigation on Canadian van-type trailers

The U.S. Department of Commerce has terminated its countervailing duty investigation into van-type trailers and subassemblies from Canada, following a withdrawal of the petition by the American Trailer Manufacturers Coalition. The termination means Canadian van-type trailer imports will no longer face countervailing duty proceedings, removing a significant trade barrier for this product category.

On June 5, 2026, the U.S. Department of Commerce announced the termination of a countervailing duty (CVD) investigation into van-type trailers and subassemblies thereof imported from Canada. The termination follows a formal withdrawal of the CVD petition by the American Trailer Manufacturers Coalition, the petitioner that initiated the case.

Who is affected

Canadian manufacturers and exporters of van-type trailers and subassemblies are the primary beneficiaries of this termination. U.S. importers and freight forwarders handling these products will no longer face uncertainty around potential CVD assessments on Canadian shipments. Shippers moving van-type trailers from Canada into the U.S. market can resume normal trade flows without the threat of retroactive duty assessments tied to alleged subsidies in Canada's production or export regime.

Van-type trailers—enclosed trailers designed for cargo transport—fall under HS Chapter 87 (vehicles and parts thereof). The termination applies to the full product category and all its subassemblies.

What changed

The withdrawal of the petition by the American Trailer Manufacturers Coalition signals a shift in industry sentiment or commercial settlement of the underlying trade dispute. When a petitioner withdraws a CVD case, U.S. Customs and Border Protection (CBP) and Commerce cease investigation activities, meaning no countervailing duties will be imposed retroactively or going forward on the subject merchandise from Canada.

This termination removes a tariff uncertainty that had applied to Canadian van-type trailer imports and clears the pathway for unencumbered trade in this category between the two USMCA partners.

What this means for shippers

Canadian van-type trailer exporters and U.S. importers can immediately resume normal customs clearance procedures without CVD holds or provisional duty deposits. If any duties were collected during the investigation period, contact CBP to determine eligibility for refunds. Update your commercial invoices and entry documentation to reflect the terminated investigation status, and confirm USMCA preferential-origin status on eligible shipments to avoid residual tariff exposure.
