Technical corrections issued to metal-product tariff schedule

On April 29, 2026, the U.S. Federal Register published a notice of technical corrections to the Harmonized Tariff Schedule of the United States (HTSUS) implementing Presidential Proclamation 11021, issued on April 2, 2026. The proclamation, titled "Strengthening Actions Taken to Adjust Imports of Aluminum, Steel, and Copper Into the United States," authorized the Secretary of Commerce to modify the HTSUS to address national security threats related to metal product imports.

According to the notice:

The Secretary also is authorized to make any technical corrections to any Annex of the Presidential Proclamation.

The April 29 notice specifically addresses two technical corrections to Annex IV of the Proclamation, along with a clarification of the tariff provisions. These corrections ensure accurate application of the modified duty rates across aluminum, steel, and copper product categories affected by the proclamation.

Shippers importing these metal products—classified under HS chapters 72 (iron and steel), 74 (copper), and 76 (aluminum)—must verify their specific product classifications and applicable duty rates under the corrected schedule. The technical corrections do not alter the fundamental tariff policy established by Proclamation 11021; instead, they refine the HTSUS entries to prevent classification errors and ensure consistent enforcement.

Shippers should consult the full Federal Register notice and cross-reference their HS codes against the corrected Annex IV to confirm whether their shipments are subject to the new duties and at what rates. The corrections are retroactive to April 2, 2026, when the proclamation took effect.

What this means for shippers

If you export aluminum, steel, or copper products to the U.S., verify your HS classification and duty rates against the corrected Annex IV immediately—the changes are retroactive to April 2. Use our HS code search and landed-cost calculator to confirm your exact tariff liability and adjust pricing or cost estimates for affected shipments. Failure to apply the correct duty rates could result in duty underpayment penalties and customs delays.
