US CVD Review: Türkiye Aluminum Sheet Rate Corrections

The U.S. Department of Commerce issued a correction to its final countervailing duty (CVD) administrative review for common alloy aluminum sheet from Türkiye, covering the 2023 review period. The correction addresses errors in the company rate table: an incorrectly listed cross-owned company and an inadvertently omitted cross-owned company. Exporters and importers relying on the April 9, 2026 notice should verify which company rates apply to their shipments.

Countervailing Duty Rates Corrected for Türkiye Aluminum

On May 4, 2026, the U.S. Department of Commerce published a correction notice to its final countervailing duty administrative review for common alloy aluminum sheet from Türkiye, which had been announced on April 9, 2026. The correction addresses administrative errors in the company-specific rate table that accompanied the 2023 CVD review.

What Was Corrected

The May 4 notice states:

"This notice incorrectly listed a cross-owned company in the section rate table and inadvertently omitted a cross-owned company in the section rate table."

These errors affect the specific duty rates assessed on shipments from particular manufacturers and exporters in Türkiye. Cross-owned company classifications determine whether a producer is grouped with others for rate calculation or assigned a separate rate—a critical distinction for landed-cost estimation and tariff liability.

Who Is Affected

Exporters of common alloy aluminum sheet from Türkiye and U.S. importers of such product must verify which company rates apply under the corrected table. HS Chapter 76 (aluminum and articles thereof) shipments from Türkiye are subject to this CVD order. Importers who entered goods between the April 9 and May 4 notices using the incorrect rate table may face reconciliation obligations or refund claims.

The countervailing duty order itself remains in force; this correction simply clarifies which companies fall into which rate categories for the 2023 administrative review period.

What this means for shippers

If you import common alloy aluminum sheet (HS 76.04 or related subheadings) from Türkiye, immediately cross-reference the corrected company rate table in the May 4 Federal Register notice against your supplier's name. Entries filed between April 9–May 4 using the incorrect rates must be reviewed for potential duties owed or refund eligibility.
