Korea welded-pipe producers face antidumping duties after 2023–24 review

The U.S. Department of Commerce has concluded its administrative review of antidumping duties on large diameter welded pipe from South Korea for the period May 1, 2023–April 30, 2024. SeAH Steel Corporation was found to have sold welded pipe below normal value and remains subject to antidumping duties, while Hyundai Steel Pipe Co., Ltd. did not engage in dumping during the review period. This determination affects ongoing tariff assessments for Korean welded-pipe imports.

# Korea Welded-Pipe Producers Face Antidumping Duties After 2023–24 Review

The U.S. Department of Commerce has released final results of its antidumping duty administrative review for large diameter welded pipe from the Republic of Korea, covering the period May 1, 2023, through April 30, 2024.

Key Findings

Commerce determined that SeAH Steel Corporation (SeAH), a Korean producer, sold large diameter welded pipe in the United States at prices below normal value (NV) during the review period. This finding means SeAH remains subject to antidumping duties on its welded-pipe exports to the U.S. market.

In contrast, Hyundai Steel Pipe Co., Ltd. (HSP) did not sell welded pipe from Korea at prices below normal value during the same period, meaning HSP's products do not face new antidumping duty liability from this review cycle.

HS Classification and Product Scope

Large diameter welded pipe typically falls under HS Chapter 73 (iron and steel products), though the exact subheading depends on pipe diameter, wall thickness, and end use. Importers and freight forwarders must verify classification with their customs broker.

What This Means for Shippers

Importers of large diameter welded pipe from Korea must immediately confirm the manufacturer and apply the correct antidumping duty rate at entry. SeAH shipments require immediate duty-rate verification; HSP shipments may qualify for lower duties based on this review's no-dumping finding. Update your tariff schedules and landed-cost models now—failure to apply the correct antidumping margin results in penalty exposure and entry liquidation disputes.
