US initiates AD/CVD reviews for March anniversary orders

The U.S. Department of Commerce has initiated administrative reviews of antidumping and countervailing duty orders with March anniversary dates, following standard regulatory procedure. These periodic reviews examine whether existing AD/CVD rates remain appropriate and may result in duty-rate adjustments, refunds, or continued assessment at current levels.

# US Initiates Administrative Reviews of Antidumping and Countervailing Duty Orders

The U.S. Department of Commerce announced on May 4, 2026, that it is initiating administrative reviews of various antidumping duty (AD) and countervailing duty (CVD) orders with March anniversary dates. According to the Federal Register notice, "The U.S. Department of Commerce (Commerce) has received requests to conduct administrative reviews of various antidumping duty (AD) and countervailing duty (CVD) orders with March anniversary dates. In accordance with Commerce's regulations, we are initiating those administrative reviews."

Administrative reviews are mandatory periodic examinations of existing AD/CVD orders. These reviews determine whether the current duty rates should be adjusted, maintained, or eliminated based on actual import data and pricing analysis from the period under review. Companies subject to AD/CVD orders are required to participate by providing relevant transaction data, cost information, and other commercial documentation.

The reviews follow Commerce's standard regulatory timeline. Exporters, importers, and producers covered by the orders with March anniversary dates must prepare for potential questionnaires and data requests. Failure to respond to Commerce's information requests can result in adverse inferences and higher duty rates.

The scope and specific orders under review are detailed in the full Federal Register notice. Interested parties, including foreign manufacturers, domestic producers, and importers, have designated periods to request administrative review or participate in the proceedings.

What this means for shippers

If you import products subject to AD/CVD orders with March anniversaries, confirm your products' order coverage and petition status immediately. Non-compliance with Commerce questionnaires during review periods risks punitive rate adjustments. Work with your trade counsel and customs broker to submit required documentation on schedule and monitor the Federal Register for scope determinations and preliminary/final results. Prepare landed-cost estimates now for both current and potential revised duty rates. /us-china-tariff-lookup
